The government cannot conscript journalists as a first resort in its efforts to investigate internal leaks. Undermining journalists’ ability to protect confidential sources will ultimately hurt the public’s ability to understand what is happening in its government. Hauling reporters before grand juries sends a chilling message to journalists and whistleblowers alike: watch what you say, or expect a knock on the door.

These tactics are becoming more common. That doesn’t make them normal.
