Allow parents to invest in Bitcoin at the birth of their child, with the condition that the investment remains dormant until the child turns 18. As an incentive, offer complete tax exemption on the gains — only taxing it upon withdrawal before/after 18.

Such a move could empower the next generation and potentially make Pakistanis some of the wealthiest global citizens.
