Uganda deserves commendation for demonstrating that international obligations are more than words on paper. The coordinated efforts of the Office of the Attorney General, the Office of the Director of Public Prosecutions, and the Ministry of Justice and Constitutional Affairs in implementing the obligations under the 1988 UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances reinforce our country's commitment to the rule of law and international cooperation.

The fight against transnational narcotics trafficking and organised crime requires strong institutions, lawful extradition processes, and unwavering respect for due process. Today, Uganda has shown that it is a responsible member of the international community. Those who worked tirelessly behind the scenes deserve recognition for upholding justice and strengthening confidence in our legal system.

A group of self-seekers within PLU has reportedly formed a parallel faction operating under the name PLU Ground Commanders.
According to intelligence reports, this group has been moving around selling membership cards, tags, and PLU-branded T-shirts. They have also been mobilizing people to join a purported PLU SACCO, falsely claiming that Gen. MK will provide capital to supporters.

The same group went ahead to organize a thanksgiving event for H.E. the President in Mayuge on 27 June, with an estimated budget of UGX 11 million, and has been soliciting money from PLU members and supporters in the region.

For clarity:

• PLU has not sanctioned any such activities at the local level.
• PLU does not organize presidential functions.
• PLU has the capacity to fund its official activities and does not solicit money from supporters.
• PLU operates through established and legally recognized leadership structures that are responsible for all official communication.

Those alleged to be behind these unauthorized activities are Hajj Mudhiba Sadi, Luwale Salimu, and Wakaisuka Kosiya.

We commend the PLU leadership in Mayuge and the security team led by the RDC for swiftly identifying the issue, alerting the relevant authorities, and helping to stop the unauthorized event.

The public is hereby advised to disregard any individual or group using the PLU name for personal gain. Anyone found exploiting PLU for selfish interests or misleading supporters will face the full force of the law.
