A 30-second fake video is circulating online in which three unidentified men wearing digital camouflage with Ukrainian flag patches threaten #Iran.

The Russian influence-operation actors behind the video took an extremely crude approach to staging it: they dressed in Ukrainian digital camouflage, completely concealed their faces with balaclavas, printed the Iranian flag on an A4 sheet of paper, and added an unnatural voice-over containing Russianisms and grammatical errors.

The audio appears to have been added separately. The faces were likely concealed not only to prevent identification but also to make it more difficult to verify whether the speech was synchronized with the speakers’ lip movements.

At the same time, all the elements required for an information provocation were deliberately left visible: Ukrainian flag patches, the Iranian flag, aggressive threats, references to the United States, and Persian subtitles.

InformNapalm separately analyzed the audio track using the TruthScan AI Voice Detector, which examines acoustic characteristics and artifacts associated with synthetic speech. The result indicated a 99% probability that the voice had been generated using AI voice-over tools. This constitutes a significant technical indicator that the video was staged. TruthScan is designed to detect synthetic speech produced by ElevenLabs, Murf, and other voice-generation platforms.

Heorhii Tykhyi @SpoxUkraineMFA , spokesperson for Ukraine’s Ministry of Foreign Affairs, officially described the video as a fake and as a staged “appeal” by unidentified people with concealed faces, intended to exacerbate tensions.

To an informed Ukrainian audience, the fabrication is obvious. However, Ukraine was not its primary target. The Persian subtitles indicate that the video was produced mainly for Iranian and broader Middle Eastern audiences.

The objective is straightforward: to create the impression that the Ukrainian Armed Forces are officially threatening Iran, associate Ukraine with US strikes, and provoke diplomatic tensions between Kyiv and Tehran.

One of the main amplifiers of the fake was OSINT613, also known as Open Source Intel, a major English-language aggregator covering Middle Eastern news with more than 1.6 million followers on X.

Without conducting proper verification, the outlet presented the unidentified masked individuals as Ukrainian soldiers and relayed the threats embedded in the video to an audience of more than a million people.

@Osint613 itself claims to verify material through several independent sources. In this case, however, even the most basic verification procedures were evidently not performed.

This is not the outlet’s first failure of this kind. In 2023, Reuters established that OSINT613 had falsely presented a photograph of money seized during an anti-corruption raid in Nigeria in 2017 as allegedly showing $50 million discovered in a truck carrying humanitarian aid to Gaza. After spreading the false claim, the account deleted the post and stated that it had relied on a source it considered credible.

There is currently no publicly available evidence of organizational links between OSINT613 and #Russia. Its dissemination of the fake may therefore have been inadvertent. Nevertheless, the pursuit of speed and reach can turn large news aggregators into ready-made distribution channels for Russian information operations.

This case illustrates the contemporary model of a Russian influence operation: cheaply produce a staged video, add a synthetic voice and subtitles tailored to the intended audience, and then pass it to major aggregators that will generate millions of views on their own.

A mask, camouflage uniform, and a flag patch on a sleeve are not proof that someone belongs to the Ukrainian Armed Forces. Likewise, an account with millions of followers does not become a reliable source merely because of the size of its audience.

P.S. To avoid contributing to the further spread of the original Russian information operation with Persian subtitles, we added prominent labels identifying the video as fake. As the screenshots from X demonstrate, the fake received approximately 348,000 views, while the official rebuttal issued by the Ukrainian Foreign Ministry spokesperson received only around 17,000.

Менше двох тижнів тому я з побратимом були остатончо переведені з бойового ударно-розвідувального підрозділу в Міністерство Оборони.
Робити реформу якості. Державного гарантування якості.
В травні заступник міністра оборони @mstyslavbanik почав хантити мене очолити цю реформу.
Вперше виїхав з ним на каву в Запоріжжя з позицій наших екіпажів.
Згодом я таки погодився і влився в команду "реформи закупівель" тільки тому, що зрозумів, що це справді вікно можливостей для змін в найскладнішому та найкорупційнішому міністерстві і що ці люди тут «не про гроші», а про цінності і бажання змінити систему.
І пропрацювавши з командою Мстислава та Михайла півтора місяці - я ще більше зараз в цьому впевнений.
Десь близько місяця, ще не будучи переведеними, за сприяння командирів моєї попередньої в\ч, ми в МОУ займались підготовчими етапами до запуску реформи.
Реформа мала полягати в трансформації існуючого ГУ ДГЯ (орган в структурі МО чисельністю в 1000+ осіб переважно військових, переважно полковників-підполковників)) в цивільну агенцію Q1 з військовими посадами і ринковими зарплатами та data-driven підходами, зниженням людського фактору при перевірках та вцілому у відході від радянської спадщини «воєнпредів», яка особливо досі нікуди не поділась.
З аналізом та аудитом процесів та функцій в існуючій структурі, які з самого початку наражались на нормальний такий спротив справжніх (переважно правда паркетних) полковників. З зляганням керівників «на больнічку», саботажем та блокуванням.
Але ми працювали. Нормативка, концепція, аудит штатної структури, бюджетування, старт розробки ризик-орієнтованої моделі оцінки контрактів та постачальників, пошук людей в core team з цивільного сектору для заведення іх в структуру МО та проектних офісів та переведенням-прикомандируванням фахівців з військ.
Активно-реактивний хантінг дата-аналітиків, проджектів-напрямківців, аудиторів, ризик-менеджерів, айтішних продакт-овнерів, юристів, фінансистів, бухгалтерів.
Когось завели-перевели, когось не встигли.
Робота з міжнародниками та антикором.
Пошук міжнародного фінансування реформи (знайшлось і дуже швидко, бо партнери у реформі були зацікавлені на 101%).
У тому числі було ініційовано початок вибіркового контролю якості дронів, бо це зараз ніяк не перевіряється, попри те шо ми на них тратимо на це ледь не третину оборонного бюджету. І при цьому в кожній бригаді є "паяльні" та майстерні, щоб допилювати закуплені БпЛА.
Я це до чого.
Ми то переведемось якось з МО в бойовий підрозділ, різати логістику і палить окупантів, ми це вмієм робити непогано.
Але впевнений, що вікно можливостей з докорінними реформами в МО сьогодні було свідомо закрите. Розходимось)
p.s.Враховуючи, що «реформа якості» була лише частиною «реформ закупівель» - я був на десятках нарад та синків де за день ламались мільярдні схеми. Чиїсь схеми, які там існували подекуди ще з часів Кузьмука)

Це було недовго, але круто і багато чого вдалось зробити.

As a result of Russian strikes on Kyiv tonight, the building of the Assumption Cathedral of the Kyiv-Pechersk Lavra caught fire.

In addition to drones, Russia is hitting Kyiv with dozens of ballistic missiles; civilians are under attack, as in previous times.

The chaotic nature of the strikes resembles agony: not knowing how to respond to Ukraine's precise and painful strikes, Moscow is flailing its fists in a blind frenzy.

I see Ukrainian channels and theologians already writing: demons and antichrists.

There is nothing to add: as you wage your war, so shall you be remembered.

Russia will be remembered as the killer of Ukrainians, a mass killer of Russian speakers, and a destroyer of Christian shrines.

Russian federal TV channels are airing reports threatening a strike on the government quarter in #Kyiv and issuing threats against the foreign embassies of Latvia, Japan, and Armenia. However, they do not directly mention that the Embassy of #China is located just 400 meters from the Verkhovna Rada of Ukraine.

A strike with the “Oreshnik” missile on this government quarter would, with a high degree of probability, cause indiscriminate destruction, including to the Chinese embassy.

It is time for #Beijing to “send regards” to Moscow.
