What is it?
It allows you to easily find items that are a great deal based on what value it proposes as a trade-up filler.

Explanation:
As you can see in the trade-up pictured, if you were to trade-up 10 of this exact item the EV would be $25. This makes the "Trade Up Reference Value" of this item $2.5 since it's 1/10 of that $25 EV.
