They threaten to attack U.S. allies’ infrastructure in return to prevent the U.S. from doing it. Those countries will also see that the U.S. doesn’t care about them if they go through with it.

Attack U.S. bases, attack infrastructure the U.S. relies on, attack U.S. allies, etc. It’s pretty obvious Trump doesn’t want them to do that.
