پھر سب کو پتا ہے عاصم منیر اپنے پورے فوجی کیریئر میں ایک بالکل اوسط درجے سے نیچے (below average ) افسر تھے یہاں تک کے انکو کسی دنیا کے مشہور فوجی ٹریننگ کے ادارے جیسے برطانیہ کا Sandhurst یا امریکا کے وار کالج میں کورس کرنے کا داخلہ نہیں ملا بلکے انہوں نے ملیشیا کے وار کالج سے کورس کیا جو ایک گمنام کالج ہے - مگر انکو سازشوں سے موقعہ مل گیا کے فوج کے چیف بن گئے تو احساس کمتری تو کوٹ کوٹ کر بھرا ہوا ہے -
تیسری بڑی وجہ یہ ہے کہ چند ہی دنوں میں عاصم منیر کو نئے جرنل لگانے ہیں ، بے شمار جرنیلوں کو ترقی دینی ہے اور آی ایس آی جیسے اداروں پر اپنے بندے بٹھانے ہیں - جیسے انکی عادت ہے وہ کسی قابل اور اپنے سے زیادہ باصلاحیت اور لائق جرنل کو آگے نہیں لا سکتے تو ہر نکمہ مگر ذاتی وفادار جرنل اوپر آئے گا - نتیجہ یہ ہوگا کہ درجنوں جرنل ریٹائر ہو کر انکو کوستے ہوے گھر جایئں گے اور فوج کا مزید حشر خراب ہوگا -
جن نکمے جرنیلوں کو وہ ترقی دیں گے انکے خاندان ، بچے اور زمینیں ، گاڑیاں سب نشانے پر ہونگی، بچے اغوا بھی ہو سکتے ہیں اور انھیں بچانا بھی ضروری ہے - اور یہ سب پنڈی ہی میں رہتے ہیں اور جتنے ناراض جرنیل ہونگے اتنا ہی خطرہ زیادہ ہوگا -
تو تین کمپنیاں تو کافی نہیں ہونگی ابھی اور اپنی گرفت مضبوط کریں گے - مگر -
وقت ہوا چاہتا ہے آخری اینٹ یا آخری تنکے کو اونٹ کی کمر پر رکھنے کا اور پھر تماشا دیکھیں کیسے یہ کاغذی محل نیچے آتا ہے -
