It is a very simple concept. If you have a court judgment against you in which you have to pay something (to the court or to another party, for example back wages), you will be limited in buying "high consumption" (expensive) items "not necessary for basic life" (e.g. food and basic rent, etc). This includes train and plane travel.

This is the way they do it in China.

This is not the way we do it in the West. In the West if you have a court judgment against you the state will confiscate your property (sell your car, apartment, paintings) and lock up your bank account so that any money that arrives to it above a certain monthly amount is automatically frozen and taken by the bank and given to the executioner.

The idea is 100% same and that is what that is. Which system is better? I don't know, you can discuss that if you like. But that is what that is.

It is not about someone not praising Xi Jinping on Twitter as some people make it out to be.
