Rarity potentially means less over time and with the advent of so many formats the defining factors of “powerful cards” and there impact are complicated.

And if you think about it logically, commander decks use new made up cards sometimes and those cards have a rarity so they try and balance the deck for play. This set isn’t necessarily as balanced.
