South Africa Signs Major Zimbabwe Deal to Transfer Foreign Prisoners Back Home as Taxpayers Face a Billions-Rand Burden to Keep Foreign Nationals Behind Bars

South Africa’s Minister of Correctional Services, Dr Pieter Groenewald, has signed a Memorandum of Understanding with Zimbabwe aimed at strengthening cooperation on offender transfers, correctional services and information sharing. Groenewald met Zimbabwe’s Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, ahead of the bilateral agreement.

The agreement covers the transfer of offenders between South Africa and Zimbabwe, information sharing, human resource development, technical cooperation and exchange visits. It also provides for self-sustainability projects at correctional centres, particularly in agriculture and industry, as the two countries seek stronger cooperation in correctional services.

National Commissioner Makgothi Thobakgale also attended the bilateral engagement and highlighted the importance of stronger cooperation between correctional authorities across Africa. The agreement is expected to improve collaboration on prison management, rehabilitation programmes and the handling of foreign national offenders serving sentences in either South Africa or Zimbabwe.

Groenewald previously told Parliament that an inmate costs taxpayers approximately R463 per day. In March 2025, he said more than 25,000 foreign nationals were being held in correctional facilities and that repatriating or deporting all of them could potentially save the government about R4.2 billion a year. The new agreement provides for offender transfers between the two countries.

Mandela was used as a buffer between downtrodden people and the system, driven by an obsession with sainthood rather than pushing for radical structural change.

Thabo Mbeki is a modern leader who accomplished some great things, but was overly aligned with “Western modernity”.

Jacob Zuma was another “missed opportunity.” He needs to do introspection regarding his presidency and the self-serving agendas around him.

Cyril Ramaphosa represents compromise and selling out, even if unconscious, symbolising how money and political manoeuvring are used to stay at the top. Cyril embodies long-standing flaws within the ANC, namely, a moderate compromise that neglects the daily reality of the country’s most vulnerable people.

Our Statement also talks about this Evil former soldier who lied and said he’s from Burundi but turns out he’s Congolese‼️ He came all the way from Congo and was a car guard who was also faking being a Pastor and stabbed a woman 40plus times just because her brother Pastor Mjosty showed support to March and March!!!

After stabbing her he cut himself and was taken to the hospital (Wentworth Hospital) for days and the hospital refused to bring him to court on the date of his appearance because they wanted him to go straight to Fort Napier but we refused we insisted he goes to court even if it’s just his docket.
Luckily the Magistrate of the day was a brilliant mind who asked why he isn’t in court because it’s the court that must make a decision for him to be taken to a mental institution not the hospital…
The next day the man shows up in court and the Magistrate questioned why he went to a mental hospital, he confirms that he only went to hospital for his cuts on his hands and he is not insane, he is perfectly fine and he even refused bail willingly.

So it was the Doctor and the Hospital that decided that he must be treated às someone who’s crazy!!! From the information we have, the Doctor is also a foreigner… So what exactly does this mean for our justice system ??? No media thinks this story is worth being told?
