Cambodia Tells UN: Thailand Undermining Peace Through Ceasefire Violations
PHNOM PENH—Foreign Minister Prak Sokhonn denounced Thailand’s unilateral actions against Cambodia in his speech at the 80th Session of the UN General Assembly, saying they infringed upon the rights and dignity of the Cambodian people through forced evictions and threats to impose domestic laws on Cambodian territory.
Sokhonn said the neighbor—without mentioning Thailand by name—has resorted to force instead of agreed mechanisms, relying on unilateral maps rather than internationally recognized ones established under treaties binding the two countries—actions he stressed undermine trust-building and peace efforts.
He emphasized Cambodia’s deep concern over the eviction of its civilians, the threat of applying Thai laws against them, and the displacement of families from lands they have inhabited for decades.
“Such methods of territorial control on border sections not yet demarcated clearly demonstrate a disregard for established agreements, not only the terms of the ceasefire but also the mutual commitments on settling border issues,” he added.
Sokhonn also pointed to what he called an unprovoked attack by the Thai military on Cambodian forces in the An Ses area on the morning of Sept. 27. He stressed that Cambodia “firmly rejects” Thailand’s accusation that Cambodian troops had initiated the clash in violation of the ceasefire.
“Our troops have not fired first, nor have they retaliated to the provocation,” Sokhonn said.
Cambodia strongly refutes Thailand’s allegation of laying new mines after Thai soldiers were injured by stepping on a landmine, reaffirming that it has not, and will not, plant new landmines.

The Thai army, accompanied by heavy machinery such as excavators, entered An Ses area in Preah Vihear and other locations in Cambodia’s sovereign territory about 11 a.m today to lay barbed wire despite strong objections from Cambodia forces, said Defense Ministry spokesperson.
The Thai side reversed its decision to release 18 captured Cambodian soldiers after initially postponing. The Thai military clarified they are considered Prisoners of War and will be repatriated only once the armed conflict fully ends—not just after a ceasefire.

The Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia would like to inform the general public and the international community that, according to received information at 10:49 a.m. on 3 August 2025, the Thai military, in cooperation with Thai authorities, has instructed its remaining civilians in the border area of Surin Province to evacuate by tonight.
The same sources also confirmed that the Thai military plans to launch attacks along the border starting from the Tamone Thom Temple, Ta Krabey Temple, Preah Vihear Temple, up to the Anseh area. These attacks are expected to commence soon, prior to the scheduled meeting of the Extraordinary Meeting of the General Border Committee (GBC) on 7 August 2025 in Kuala Lumpur, Malaysia.
This planned offensive constitutes a violation of the territorial sovereignty of Cambodia before the GBC meeting, and it is a serious breach of the ceasefire agreement mutually agreed upon by both countries on 28 July 2025 in Kuala Lumpur, with Malaysia, the United States, and China as witnesses.
Cambodia appeals to the international community to help prevent this at all costs and urges the Thai side to immediately stop its planned aggression, if this information is true, and to respect the ceasefire agreement fully for the sake of peace and stability along the border areas of both countries and the entire region.
