Unless you can prove beyond a doubt this had nothing to do with Melania finding out, his organization finding out, the public finding out for his celebrity reputation. It had to be campaigning & nothing else

Even if he was telling a bit of the truth, it wouldn't be a crime to reimburse someone. If Trump has no idea what happened but then paid him later with his own personal money, then there's no crime. No campaign violations.
