Putin can stop the war instantly by ordering his troops to withdraw from Ukraine.
This would not require him to give up anything he is entitled to have or thwart any legitimate aim.

a) hide Russian weakness by implying it *could* do so much more
b)distract from the obvious alternative of simply stopping the fighting altogether, by packing up and going home.
