I think it is reasonable to argue that some of the funding trade-offs should be left to a new PM/ChX given it will be they who presides over the political fallout. Not necessarily a deliberate black hole from Starmer/Reeves. Intriguing however that they were both so adamant/negative about defence bonds as there was space in the fiscal rules (on the Spring 2026 non-assessed assessment) to do bridge the gap through additional borrowing. And that would have been the politically easiest route through in the Autumn. Harder to take that path now.
