No disrespect to Robert Griffin, but Mike Shanahan was always good at developing offensive weapons
Look how he traded Clinton Portis for hall of famer Champ Bailey. Look at how he was always able to have a 1000 yard rusher no matter if it was a 6/7th rounder in Terrell Davis and Alfred Morris , fullbacks (Ruben Drougns, Mike Anderson ), a under achiever Tatum bell, backup(olandis gary), or an undrafted, free agent. His ability to assess talent was definitely still sharp at this time, but I think the distraction of the RG3 injury debacle, which is in large part due to Shanahan forcing him to play, with injuries , and the ownership by Dan Snyder being so poor, combined out with a decade of busted first round players, such as Lavar Arrington , Chris Samuels, Patrick Ramsey, Jason Campbell . Joe Gibbs had a modicum of success, but ultimately The Redskins were set up to fail.
