This is a misunderstanding of the Law. *Accidental* handball is only punished if it leads to a goal scored by the player who handled it.
Normal handballs can still be given by VAR if ref misses it. Problem here is they inexplicably didn’t think it was handball.

If a player, completely innocuously, scores after the ball has touched their hand, its automatically ruled out.

The referee and VAR can still deem this a handball offence. They chose not to.

There's more than enough evidence to deem this a handball offence, which means its a foul and, a free kick to Ipswich.

They've deemed this Accidental. Thats the problem. Regardless of what happens afterwards, its a handball.

The referee’s call of goal for Manchester United was checked and confirmed by VAR – with it deemed that Maguire was not the immediate goalscorer after an accidental handball.

VAR: “It's an own goal and the accidental handball is not punishable, so we recommend you award the goal.”
