@wekatweets @tonywalljourno It was two different policemen. Officer 1 was trailing the quad bike: but Officer 2 was up ahead, laid the spikes and then parked somewhere 'safe'. Officer 2 observed the spiking and deroading of the quad and rushed to the scene before Officer 1 caught up.
