Philadelphia remains poorest big city in U.S. because that's how the city's misleaders maintain control. The only jobs they create are jobs managing #poverty.

The poverty rate in @Darrell_Clarke's district is 36%; the deep poverty rate is 18%. Clarke has been in office 20 years.
