Kenyans, we need to have a serious discussion around our system of government.
Our system of government is totally unsustainable. It will not work. We have too many politicians, and they are eating up virtually all resources.
When you see a post like what you see in the first picture from @AnneWaiguru who is the head honcho of @KenyaGovernors , you may get the impression that counties are making progress when it comes to fiscal discipline.
Nothing could be farther from the truth.
As I like to say all the time, when evaluating our government and how our money is epent, the key question has to always be, who is the government serving. Citizens, or politicians?
What @AnneWaiguru and @KenyaGovernors won't tell you is the following, which can be seen clearly using 2022-2023 data:
1) All of our counties are indigent. The are panhandlers.
2) With devolution, we aimed at devolving services, development, and accountability. By and large, we are not accomplishing these goals, and in fact what is happening is that we devolved corruption and incompetence.
Consider this: (I highlight the ten counties that Mrs. Waiguru holds here as models of financial management).
1) Across all our 47 counties, the average county can only keep its lights on for only 21 days out of the 365 days in a year.
2) Some counties like @_GarissaCounty and @WajirKE only raise 0.9% and 0.4% respectively, of their annual budget from within the county. They have an annual budget of KSH 9.2 and 11 billion, but they can only raise KSH 81 and KSH 46 million respectively, locally.
3) The money these counties spend on cars and mortgages for politicians, who are generally 50 people or so, FAR EXCEEDS what they raise in own source revenue. Compare the second column from the left, and the second column from the right. This is no different than you employing a matatu crew to run your matatu, and then finding that while they earned KSH 20,000 in revenue for the day, they spent KSH 60,000 eating and drinking. It's just not smart. In fact, an imbecilic behavior.
4) The idea behind the kind of model of government we have is that, these "semi-autonomous" jurisdictions need to find a way to support themselves. 100% of the counties cannot be dependent on handouts. But that is the reality in our country. How is it that we allow a county to come up with a budget of KSH 11 billion when these politicians can only raise KSH 46 million within the county? What the heck is wring with us?
These counties have absolutely NO INCENTIVE to be disciplined. NONE. That is why Turkana, which in 2022-2023 could only raise KSH 178 million in own service revenue, came up with a budget of KSH 18 billion, and went ahead and spent KSH 39 million in foreign travel, KSH 1.1 billion (this is not a typo) in domestic travel, KSH 50 million in Governor's cars, KSH 98 milliin in MCAs cars, and KSH 6 million in MCAs' allowances.
And, as though that is not enought, they spent KSH 162 million eating and drinking.
And then they spent KSH 386 million on bursaries to be shared across a county with close to a million people. What a damn shame!
5) On average, your Local Assemblies eat up 10% of the County Budget. 10% of the money goes to MCAs who average 47 across the country. 47 people in each of our counties are eating 10% of the budget.

5. The teachings of Jesus Christ are too profound to have come from a mortal man. Even Nicodemus, a wisened and high level Pharisee, met privately with Jesus and called Jesus (a young man in his 30s) “Rabbi” which means teacher.
6. My study of demonic processions and occultism has led me to believe that demons are real and the only thing that has any power over them is appealing to the name and authority of Jesus Christ.
7. Many near death experiences indicate that Christianity is true, even some atheists, after seeing the after life, have come back and been saved immediately because of what they saw.
8. The radically transformed lives of people who were totally changed by Jesus. Drug addicts… abusers… narcissists like me… totally changed by Christ from the inside out.
9. I have personally interacted with and experienced God one time… and I will never forget it.
10. Christianity is fundamentally and radically different than every other religion. Every other religion says “do.”
Christianity says it was “done” by Jesus Christ, for us, on the cross.
You shouldn't be applying for a scholarship from the government for university education, which will be paid from taxpayer money.
Fund universities and subsidize education. It's that simple.
