If either team has:
➡️ fewer than 7 players, a match may not start or continue
➡️ fewer than 11 players (but at least 7 players) at the start of the match, the ‘missing’ player(s) may join later on, during a stoppage in play, after receiving the referee’s permission
The FA has confirmed that non-league & grassroots football is considered an exemption to the latest Covid-19 measures.
Organised outdoor football is permitted to continue as before.
Step 3 and below can continue to have spectators at the current levels.

The DCMS has announced the next phase of spectator test events.
Among the events listed are the FA Trophy & FA Vase finals.
The DCMS list both as taking place on Sunday 20th September at Wembley.
NEWS | The @FA has issued updated guidelines for the National League System and Women’s Football Pyramid that include a phased and limited return of spectators for clubs at Steps 3-6 and Tiers 3-4 respectively.

A limited number of spectators will be permitted to attend matches at steps three to six of the National League System and tiers three to four of the Women's Football Pyramid from Saturday 22 August:
BREAKING:
The FA has issued guidance for a phased return of fans at Step 3 & below (as well as Tiers 3&4 of the women’s game).
From Saturday, clubs can fill grounds to 15% capacity.
From 30th Aug, clubs can fill grounds to 30% capacity.
