The banks.

Banks spent months warning about stablecoins draining deposits from the banking system. The CLARITY Act had explicit protections designed to address that exact risk.

Now the bill is dead.

Crypto regulation shifts back towards SEC and CFTC, who don't need to pander to the banks for support.

The banks killed the very legislation that could have saved them, and the consequences could be massive.
