Le tensioni internazionali stanno facendo salire di nuovo il prezzo dei carburanti e, con esso, il costo di tutto quello che viaggia su strada.

Di fronte a questo rincaro, che non abbiamo determinato ma dobbiamo gestire, abbiamo deciso di intervenire subito: oggi il CdM ha approvato, con decreto, un taglio immediato sul gasolio, il carburante che pesa di più su trasporti, agricoltura e sui prezzi che ogni famiglia paga.

Sappiamo che non risolve il problema. Ma è una risposta tempestiva e responsabile, tenendo in considerazione le poche risorse che abbiamo e un quadro internazionale in continua evoluzione.

Seguiamo giorno per giorno l’evolversi della situazione, anche sul fronte del conflitto, e torneremo a riunirci prima della scadenza per decidere i passi successivi.

Faremo tutto quello che possiamo per non lasciare soli i cittadini e chi manda avanti la Nazione.

Včera jsem měl možnost velmi věcně, přátelsky a otevřeně diskutovat s panem ministrem dopravy @min_dopravy @IvanBednarik a jeho týmem (úroveň ředitelé/vrchní ředitelé) o budoucnosti pokročilých asistenčních systémů (Level 2+ / FSD Supervised) v ČR a unijním schvalovacím procesu. 🧵

Klíčové závěry z jednání:

1️⃣ Unijní cesta je jasná priorita: ČR se soustředí na celoevropské řešení v rámci výboru TCMV v Bruselu (hlasování se očekává na začátku října, jak ministerstvo potvrdilo), nikoliv na samostatné národní výjimky (čl. 39). Udělení výjimky před rozhodnutím všech členských států EU tedy v ČR očekávat nelze. Z pohledu státu jde o pragmatický krok k zajištění právní jistoty a rovných podmínek napříč celou EU.

2️⃣ Regionální koordinace: Ministerstvo aktivně sleduje vývoj v ostatních státech EU a plánuje koordinovaný postup v rámci regionu CEE (např. s Polskem) i přímý dialog s Teslou. V dohledné době by s Teslou měla proběhnout schůzka, a to opět ve formátu více států CEE. Osobní poznámka: Tento postup mi dává smysl, jelikož se v TCMV bude hlasovat kvalifikovanou většinou (pro schválení je potřeba alespoň 55 % členských států tedy 15 z 27 zemí, a tyto státy zároveň musí představovat alespoň 65 % celkového počtu obyvatel EU). Tzn. je třeba zkoordinovat více států, ideálně s větší populací (jako např. právě Polsko), aby bylo dosaženo potřebné většiny.

3️⃣ Fakta o bezpečnosti a L2: Měli jsme možnost detailně rozebrat reálné fungování systému – od přísného dohledu nad pozorností řidiče (monitorování očí, systém varování a dočasných omezení) až po fakt, že u Levelu 2 zůstává 100% odpovědnosti na řidiči.

4️⃣ Otevřenost k aplikační praxi: Diskutovali jsme i o zkušenostech z jiných členských států (např. z Belgie) a o významu sběru reálných provozních dat pro budoucí rozhodování. Právě na příkladu Belgie jsem uvedl, že je možné požádat výrobce o součinnost ještě před tím, než bude případné schválení v daném státě uděleno (viz 5000 km, které Tesla najezdila přímo v Belgii na žádost vlámské ministryně @AnnickDeRidder ).

Oceňuji konstruktivní, odborný a věcný přístup celého týmu Ministerstva dopravy. ČR k tématu přistupuje s důrazem na bezpečnost provozu, ale zároveň s jasným zájmem o aktivní účast na unijní debatě. Díky za čas a otevřený dialog! 🇨🇿🇪🇺

Brzké schválení v ČR na základě výjimky podle článku 39 se určitě očekávat nedá. Ale přesto věřím, že pokud budou rozptýleny obavy z bezpečnosti a vyjasněna spolupráce napříč regionem, ČR inovace brzdit nebude.

Yesterday, I had the opportunity to engage in a very constructive, friendly, and open discussion with the Minister of Transport @min_dopravy @IvanBednarik and his senior leadership team (Directors and Directors-General level) regarding the future of advanced driver-assistance systems (Level 2+ / FSD Supervised) and the EU type-approval process. 🧵

Key takeaways from the meeting:

1️⃣ EU-wide pathway is the clear priority: Czechia is focusing on a harmonized EU solution through the TCMV committee in Brussels (with a vote expected in early October, as confirmed by the Ministry), rather than pursuing standalone national exemptions under Article 39. Therefore, an exemption prior to a broader EU-wide decision should not be expected in Czechia. From a governance standpoint, this is a pragmatic move to ensure legal certainty and a level playing field across the entire EU.

2️⃣ Regional coordination: The Ministry is actively tracking developments across other EU member states and plans a coordinated approach within the CEE region (e.g., with Poland), alongside direct dialogue with Tesla. A meeting with Tesla is planned in the near future, once again in a multi-state CEE format. Personal note: This strategy makes complete sense to me, given that the TCMV vote will be decided by Qualified Majority Voting (QMV)—requiring at least 55% of member states (15 out of 27) representing at least 65% of the total EU population. Aligning multiple states, especially those with larger populations like Poland, is essential to secure the necessary majority.
3️⃣ Safety facts and Level 2: We had the opportunity to walk through how the system actually operates in practice—from strict driver attention monitoring (eye-tracking, warnings, and temporary lockouts) to the fundamental principle that with Level 2, 100% of the liability remains with the human driver.

4️⃣ Openness to real-world data: We also discussed operational experiences from other member states (e.g., Belgium) and the importance of gathering real-world data to inform future decisions. Using Belgium as an example, I highlighted that a ministry can request technical cooperation from the manufacturer prior to granting approval (referencing the 5,000 km Tesla drove in Belgium at the request of Flemish Minister @AnnickDeRidder).

I truly appreciate the constructive, expert, and practical approach of the entire team at the Ministry of Transport. Czechia is approaching this topic with a clear focus on road safety, while remaining actively engaged in the EU-level dialogue. Thank you for the time and open conversation! 🇨🇿🇪🇺

While an early approval in Czechia via an Article 39 exemption is off the table, I remain confident that once remaining safety concerns are addressed and regional cooperation is established, Czechia won't be standing in the way of innovation.
