Divide the value of your traffic by the number of links you have. Multiply that number by a reasonable number of months those links will be around (~24 months).
If that number isn’t at least 10x higher than what it’s costing you to generate those links, you need a new strategy.
Among the many things that distinguish top outreach teams is the genuine understanding that a pitch or an ask must be natural, meaning that it is a logical and organic value add for both parties. If you find yourself getting cutesy or selling too hard it's probably not right.
