There is nothing in the Constitution that gives Congress the power to change the number of Justices.
Historically, the Court allowed it as the country developed but it is now fixed at nine.
Regardless, the Supreme Court governs itself.

A few states do allow direct votes on some issues, but the majority of all laws and civic rules come through representative government.
