There’s externalities involved with both sides of the argument.
Again it is a tool, to pair it with investments, other policy, whatever. But strategically the US needs to reduce dependency on Asian manufacturing.

The current free trade arrangement carries a lot of negative externalities in the forms of environmental considerations, ip theft, dependency, etc.
A healthcare overhaul has been a goal, so we’ll see.
