Reservation in education was not created by a single person or by one constitutional provision. It evolved through constitutional amendments and court judgments.
A simplified timeline:
1950: The Constitution came into force. It did not explicitly provide reservation in educational institutions.
1951: In State of Madras v. Champakam Dorairajan, the Supreme Court struck down caste-based reservations in educational institutions as unconstitutional.
1951: In response, Jawaharlal Nehru's government enacted the First Constitutional Amendment, inserting Article 15(4). This empowered the State to make special provisions for the advancement of Socially and Educationally Backward Classes (SEBCs), Scheduled Castes (SCs), and Scheduled Tribes (STs). This became the constitutional basis for reservations in education.
2005: The 93rd Constitutional Amendment inserted Article 15(5), enabling reservations in admissions to private educational institutions (except minority institutions).
So, who brought reservation in education?
The constitutional basis was created by the First Constitutional Amendment Act, 1951, introduced by the Jawaharlal Nehru government, after the Supreme Court's Champakam Dorairajan judgment.
Dr. B. R. Ambedkar had resigned from the Union Cabinet in September 1951, before the First Amendment was enacted in June 1951? (Chronologically, the First Amendment was passed in June 1951 while Ambedkar was still Law Minister, but it was introduced and driven by the Nehru government as a Cabinet measure, not as a personal initiative of Ambedkar.)
Therefore, it is not accurate to say that Ambedkar alone "brought reservation in education." The constitutional provision enabling it came through the First Constitutional Amendment under the Nehru government in response to a Supreme Court judgment.
