I would like to salute the heroic efforts of our security forces, particularly the Somali National Army's elite Danab forces and the Jubaland security forces who have inflicted a significant defeat on the Khawarij terrorists during operations in the areas of Miido, Harboole, and Welmaaro in the Lower Jubba region.

Every victory against terrorism brings us closer to the Somalia we all aspire to build a nation that is secure, united, prosperous, and at peace with itself and its neighbors.

As one people and one nation, we stand firmly behind our armed forces and united in our determination to defeat terrorism and secure a better future for generations to come.

Four years ago today, on a Wednesday, 15th June 2022, the entire nation waited with anticipation for the announcement of Somalia's Prime Minister. When President Hassan Sheikh Mohamud emerged alongside H.E. Hamza Abdi Barre, introducing him as the 21st Prime Minister of the Federal Republic of Somalia, reactions across the country were mixed. For me, however, that moment represented one of the greatest gifts Somalia could receive.

Having known and worked alongside Prime Minister Hamza Abdi Barre for decades, and having witnessed his character, discipline, and commitment throughout his life, I was confident that he would deliver for the Somali people. What I saw that day standing beside the President, I continue to see today as he marks four years in office: a leader devoted to service, driven by purpose, and committed to the progress of his nation.

For generations, Somalis have witnessed frequent changes in government leadership, recurring political instability, and the appointment and replacement of prime ministers in rapid succession. These disruptions often affected continuity, governance, and service delivery. Over the past four years, however, Somalia has experienced a period of focused leadership and sustained government action.

From advances in education and governance to progress in foreign policy, youth empowerment, women's inclusion, electoral processes, security reforms, and state-building efforts, this period has been marked by significant milestones. As I reflect on these achievements, I am grateful to Allah for granting me the opportunity to witness and celebrate this important chapter in our nation's history.

What many people did not see were the countless sacrifices behind the scenes. There were nights when the Prime Minister barely slept, remaining in his office reviewing documents, making calls, and coordinating with officials across ministries and regions to ensure that government priorities moved forward. There were days when meals were delayed or missed altogether as he worked tirelessly to see policies drafted, implemented, and presented before the Cabinet and Parliament.

He deeply loves and values his own family. Yet his sense of responsibility extended far beyond his household. Every Somali child mattered to him. Every Somali woman was deserving of dignity, opportunity, and protection. The welfare of citizens—their security, healthcare, education, transportation, and access to services—remained at the center of his work.

Throughout his tenure, he led by example. He served President Hassan Sheikh Mohamud with loyalty, humility, and professionalism. Challenges were addressed quietly and effectively, without unnecessary publicity or political theatrics. His focus was never on personal recognition, but on delivering results for Somalia.

Under his leadership, government institutions have continued to regain their dignity. Ministries are increasingly operating in proper government facilities, public servants have renewed confidence in their mission, and many civil servants today take pride in serving their country.

We witnessed efforts to restore normalcy in Mogadishu, including the removal of barriers that had long symbolized insecurity and division. We saw a Prime Minister who represented Somalia with confidence, dignity, and humility both at home and on the international stage.

Prime Minister Hamza Abdi Barre has, in many ways, helped redefine what effective leadership and public service should look like in Somalia. The past four years have provided a powerful example of commitment, perseverance, and patriotism.

For me personally, it has been one of the greatest honours of my life to stand beside the Prime Minister and contribute, in whatever way possible, to ensuring that his service to Somalia remains uninterrupted.

Today, I made an unannounced visit to the airport to listen to our public. I heard from citizens who invest in this nation, who study for its future, who sacrifice and work every day to build it. They are doing their part, and they deserve a government that does the same, by removing obstacles, not creating them. Our promise is simple: service to the people. Under Dan Qaran, services will be delivered as a right, not a favour, free where the law says they are free, with no parallel charges and no hidden barriers. That is how we restore trust, respect dignity, and move our nation forward together.

Our brave Somali National Army (SNA), in close coordination with international partners, carried out a decisive and lethal operation in Jabad Godone, Middle Shabelle, eliminating 17 Al-Shabaab militants and destroying their weapons and vehicles.

This was a direct strike against terror and a clear message to the Khawaarij of Al-Shabaab: there will be no safe haven, no regrouping, and no mercy for those who target innocent civilians.

The campaign to eradicate Al-Shabaab will continue relentlessly until Somalia is secure, stable, and free from terrorism.

The Council of Ministers of the Federal Republic of Somalia has formally terminated all existing bilateral security and defense agreements and understandings with the United Arab Emirates, in a decisive resolution adopted to safeguard the nation’s unity, territorial integrity, and constitutional order.

The termination explicitly extends to all cooperation arrangements concerning the strategic ports of Berbera, Bosaso, and Kismayo, effectively ending UAE involvement in these critical economic and military hubs.

This action follows compelling reports and incontrovertible evidence indicating that actions by the United Arab Emirates compromised Somalia’s sovereignty, territorial integrity, and political independence, in direct violation of the principles of state sovereignty, non-interference, and respect for constitutional governance.
