رضاشاه اگر چه نظامی و سیاستمداری واقع‌گرا بود که مناسبات قدرت را می‌فهمید و در استفاده از قدرت خجول نبود اما هدفش نه انتقامجویی و خونریزی که نجات کشور، ساختن دولت ملی، توسعه ایران، و رفاه ایرانیان بود. از این رو مسیری را انتخاب کرد که با حداقل خشونت بتواند حداکثر اقتدار لازم برای رسیدن به اهداف بالا را فراهم کند.
