Claiming that "SoO is not a state subject" raises serious questions. The public is not naïve. Former Chief Minister N. Biren Singh is still alive and has publicly spoken on the matter. His own statements can be examined to assess whether the issue involves only the Centre or also the State.

Dear @LDikho51792 under SOO, the Joint Monitoring Committee is headed by the Principal Secy, Home, Manipur Govt and the state is responsibile for enforcement of ground rules (as per publicly available earlier SOO agreements).
So, you don't need to appeal to anyone. The Govt of Manipur @YKhemchandSingh is obligated to take action against these Militants.

Reports are emerging that today 7/5/2026, Namlee Market of the Tangkhul Naga community and Choro village in Kamjong District along the Manipur–Myanmar border have been under attack since early morning by KNA (Burma)- Narco-Terrorist Groups.
At a time when the district administration is organizing peace meetings, Indigenous native villages of the Tangkhul Naga people are reportedly facing armed assaults from foreign-origin narco-terrorist groups operating along the border region.
People are now questioning what the security forces stationed in the area are doing while such attacks continue to unfold.
The growing fear among the local population is whether the region is being abandoned by the Indian government and allowed to drift into a prolonged conflict zone shaped by larger geopolitical interests at the cost of Indigenous communities living along the border.

Three Tangkhul civilians including one women was reportedly killed today 18 April 2026, in an ambush carried out by suspected Kuki armed groups at around 1430 hrs between Litan and TM Kasom, under PS Litan, Ukhrul district. Several vehicles were damaged in the attack. The convoy was en route to Ukhrul/Kamjong after the escort party had dropped them at Litan from Imphal.
This incident comes amid nearly three years of continuous targeting of Meetei civilians. Disturbingly, the violence now appears to have extended further, with Tangkhul Naga civilians also coming under attack in the hill districts.
The situation highlights a grim irony, Kuki Narco-Terrorist armed groups continue to move freely across the hills of Manipur, launching attacks at will, while ordinary civilians remain vulnerable. Despite sustained efforts by central security forces to contain the situation, tangible progress on the ground remains limited.
In today’s incident, reports indicate that Tangkhul civilians returning to Ukhrul from Imphal were ambushed, resulting in fatalities and injuries.
It is also notable that the Kuki-Zo Council was quick to issue a clarification statement on the incident, though its relevance to the facts on the ground appears questionable.
