@JohnHoward_Can Some legislation was assented in June, buried in C-69, which included some provisions of the fed budget. (The changes to auto theft law were in this Bill as well.)

@JohnHoward_Can This article needs some fact-checking: what was the legislation in June (wasn't it a footnote in the federal budget?); and, are they high risk b/c of prior convictions in their home country? Otherwise, how can a newcomer have prior charges?

Horrible story with a surprising & reasonably decent ending! It really shows why we need more community-based facilities instead of prisons. ...And why we need better coordination between govt & NGOs to plan these things.
