If they go through with it, I can completely understand why.

A handshake is supposed to represent respect and fair play. With everything surrounding Manchester City, Liverpool’s players may feel that simply carrying on as normal sends the wrong message.
This wouldn’t just be about rivalry. It would be a very public show of disapproval towards a club whose conduct has come under enormous scrutiny.

If Liverpool really want to make their feelings known, refusing the handshake would certainly do it.
