Rick Scott co-founded and led Columbia/HCA (1987–1997), growing it into America’s largest for-profit hospital chain through aggressive acquisitions.
In 1997, a federal investigation uncovered widespread fraud against Medicare, Medicaid, and TRICARE—including upcoding, unnecessary tests, false reports, and physician kickbacks. Scott resigned in July 1997 amid the probe and received a large severance package.
The company later pleaded guilty to 14 felonies and paid a then-record $1.7 billion in fines and settlements (2000–2003).
Scott was never charged, denied knowledge of the fraud, and—on advice of counsel—pleaded the Fifth Amendment 75 times in a civil deposition.
