Just because a club is named after a city or town doesn't mean fans will automatically turn up on matchdays.
The club has to build genuine connections with the local community and give people a reason to identify with the badge. That's how you create a real sense of belonging.
Otherwise, it'll just be another PJ City story all over again.
I looked at them and yes, some candidates had numbers that don't make sense.
But I attribute it to ignorance rather than malice i.e. sangka baik. For many, this is the first time they're making such a declaration. Maybe first time they actually sat down to do the sums.

@HarimauMYstats Setuju. Sokong kelab bandar, pekan dan komuniti. Lebih baik secara ekonomi. Sebab jimat sikit duit nak pergi kelab berdekatan daripada terpaksa ke ibu negeri semata-mata nak sokong kelab negeri. Saya dah ubah mentaliti tidak lagi sokong kelab negeri.

I never noticed it, but FAM is the only AFF football association without proper club representatives.
At the AFC level, the only other one is Sri Lanka.
