Cyber #attribution is not impossible, per @TFeakin in comments @LowyInstitute. Nor is it purely technical. Australia's decision to publicly attribute cyber attacks to North Korea, Iran, China made on a sovereign basis, but joint attribution supports deterrence. @SydneyCyber
