@andrew_leach I like going back to the Market Power Mitigation report also from 2019 that Minister Savage commissioned from the AESO. It identifies a lot of the issues to come and then dismisses them: https://t.co/xpzo8WCI9U
@andrew_leach@bcshaffer@theAESO The AESO’s stakeholder newsletter today said it’s just that the API will only give a 2 hour forecast rather than 6 to match the ETS actual/forecast report. Their note on Friday could have been more specific…
I'm not sure what the rationale would be to remove the only AESO reporting API giving hourly average pool price; seems to go against market transparency: https://t.co/X8pSzUlTbV @andrew_leach@bcshaffer@theAESO
@andrew_leach Fair points...I spent a bunch of time reading about the PJM capacity market auctions and the allocation methodology for renewables. Seems so much cleaner than a public yelling match about which technology is best.
@Modster99@TheRealDKGray@LaurierSarah01@PatriciaMHebert Anytime the report talks about offer behaviour or allocative inefficiency, they are talking about the impact of economic withholding. The chart on page 18 is a good example where Q3 average is hugely different from the several years before.
@coreyhogan My macro 201 prof started every lecture with a clipping from a political economist and got the class to spot the missing perspective. People get frustrated by ‘two handed economists’, but often a ‘one handed’ one is ultimately misleading…
@andrew_leach Before the MSA clarification in 2020, the AESO published a report concluding that current rules and oversight were sufficient to mitigate concentration issues in the market. Given the current market power problem, do you think the AESO should have proposed changes?
@TheRealDKGray Looking at the concentration limits discussed in the paper and considering that renewables, imports, and cogens typically aren’t price setters, the market concentration problem from economic withholding for the remaining dispatchables is clear.
@TheRealDKGray One interesting read is the Market Power Mitigation report the Aeso did in advance of the MSA rule change from the perspective of what didn’t turn out the way they expected since they gave that advice. https://t.co/QzL49FwKuq
@coreyhogan@abacusdataca Is there a common thread with the liberals backing away from electoral reform? They’ve firmly settled on the structures that work for them…
