You want to make an editor buzz like an angry bee? ...Or, lose trust in you as a scientist? Suggest reviewers for your manuscript that don't have appropriate expertise.
Several of these involve networking. Never underestimate the power of networking. If your colleagues trust you, you get published and funded more easily. If they don't know you, they don't trust you, they scrutinize you more - it's just the way it is.
