Subject: Request for Equitable Development of Narsingi Circle-45 and Disclosure of Sanctioned Works
Madam,
The primary source of revenue for the Cyberabad Municipal Corporation is property tax, which funds various developmental and maintenance activities. In this regard, Narsingi Circle-45 is one of the major contributors, generating a substantial share of the Corporation’s revenue.
Considering its significant contribution, Narsingi Circle-45 deserves due priority in the allocation of developmental works. There is an urgent need to take up infrastructure projects such as road widening, maintenance of existing roads, a comprehensive Underground Drainage (UGD) system, stormwater drains, and other essential civic amenities to meet the needs of the rapidly growing population.
Further, in the interest of transparency and accountability, it is requested that the details of all works sanctioned across the Cyberabad Municipal Corporation—including the name of the work, location, estimated cost, executing agency, date of sanction, and present status—be displayed in the public domain through the Corporation’s official website. This will not only enhance transparency but also enable the public to assess whether the sanctioned works are based on genuine public demand and local priorities, thereby promoting need-based development and effective public monitoring.
We, therefore, request you to give due consideration to the developmental needs of Narsingi Circle-45 and ensure that the details of all sanctioned works are proactively disclosed in the public domain.

For the drainage works of major companies like Anand, Anuhar, and Pooja Constructions, Congress leaders in Manikonda and officials of the Narsingi Circle have allegedly colluded to dig up a road that was laid just six months ago, causing immense hardship and misery to the local residents. While the public pays their hard-earned money in the form of taxes, officials who draw their salaries from those funds seem to have no sense of responsibility. Instead, lured by the corrupt money allegedly offered by large companies, they are causing inconvenience to the public and misusing taxpayers’ money.
To the Commissioner Madam and the Zonal Commissioner, who claim to visit one ward every day to understand the problems faced by the people—can they not see this corruption? Even knowing that the rainy season was approaching, how could they allow such work to begin? Why did they not question why the drainage systems in many low-lying areas had not been cleaned? Why is there so much negligence?

In the park located on Road No. 6, Alkapoor, stones and mud are scattered all over the walking track, and heaps of soil can be seen in the middle of the park, clearly reflecting poor maintenance. Senior officials claim that funds are available for the maintenance of parks, but the officials of Narsingi Circle-45 say there are no funds. Instead, they continue spending money on parks that are already in good condition while neglecting the remaining parks.
Although a restroom facility is available in this park, the lack of proper maintenance is causing inconvenience to walkers. Due to the absence of a water supply in the restroom, foul odors are creating discomfort for visitors.
Residents and walkers are requesting the higher authorities to intervene immediately and appoint a supervisor for park maintenance. On the High Tension Line Road connecting Venkateswara Colony and YSR Colony, waste has been dumped indiscriminately on the road and along the roadside. Yesterday, the issue of waste lying on the 60-foot road connecting Sri Venkateswara Colony and YSR Colony was brought to the attention of the authorities. However, not a single effort has been made to clean the area so far.
The senior official in the Narsingi Division-45 Sanitation Department appears more focused on pleasing higher authorities and serving them like an attendant rather than fulfilling the responsibility of serving the public. Even when complaints are made, the sanitation officials are in no position to respond or take action. Despite failing to perform their duties properly, they remain indifferent even when ordinary citizens take the initiative to report problems.
Only when matters reach higher authorities, and there is a fear of action being taken against them, do the lower-level staff respond and carry out their work promptly. The attitude of the officials here reflects the saying, “As the king, so are the subjects.”
The Cyberabad Commissioner frequently tells the media that he visits one ward every day to understand public issues. However, what is the benefit of such visits if nothing changes? People are paying taxes with the money they earn through hard work. No matter how much tax burden is imposed, they continue to pay without complaint. The money paid as taxes is taken by government officials in the form of salaries, while those governing the state enjoy a luxurious lifestyle. When such citizens have been requesting for the past three days that basic facilities be provided and that their surroundings be kept clean, some people allege that the AE of Narsingi Circle has been making controversial remarks.
Please do not forget that you are eating food from the money contributed by the people. Elders say, “A person deserves a word, and an ox deserves a blow,” meaning that matters should not be allowed to escalate to that point. It would be better to act before the situation reaches such a stage.
Respected government leaders, if officials are working with such negligence during your administration, the bad name ultimately falls on you. When such officials fail to perform their duties, they should be removed from their positions. Chief Minister Revanth Reddy is taking steps toward bringing comprehensive change across Telangana. However, due to the negligence of officials, a situation is emerging where the people of Telangana are becoming increasingly dissatisfied with the government. In particular, the Cyberabad region is considered the heart of Hyderabad, but due to the lack of supervision by senior officials and the negligence of lower-level authorities, people are reportedly facing severe hardships.
There is growing public dissatisfaction with the performance of municipal officials in Cyberabad, the functioning of TSSPDCL, and the police department. It is noteworthy that power outages and restorations reportedly occurred around 20 times in this area in a single day. In the important Narsingi Circle area of Cyberabad, waste can be seen dumped in many places, and criticism of the officials’ performance is widespread.
The performance of the police is also being questioned. Due to inadequate patrolling, anti-social elements are allegedly consuming alcohol and drugs on the roads, causing inconvenience and insecurity among residents. People say that despite filing complaints multiple times, the police have not responded effectively.
Residents warn that if this situation continues, it will further damage the government’s reputation. The Honorable Chief Minister recently stated that he intends to remain Chief Minister for another fifteen years and launched a public outreach and review program under the banner of “100 Days of Governance.” However, people argue that if the administration continues with such officials, the government may not even last another fifteen months.
Citizens are urging the government to respond immediately and appoint responsible officials who are committed to working for the welfare of the public. They believe that when leadership and administration are not functioning properly, corruption increases and brings disrepute to the government. The attitude of the Narsingi Circle officials seems to reflect the saying, “Big name, but nothing substantial.” People are alleging that on both sides of the roads, there are heaps of Dirt Stones , and waste materials scattered everywhere. They say the sanitation officer is spending time delivering water bottles to the DC and serving certain political party leaders, instead of performing his duties properly, and has completely neglected his responsibilities while remaining busy in sycophantic activities.People are also questioning what benefit there is in the Cyberabad Commisiioner visiting one ward every day when such officials are being retained. Need for Comprehensive Action Against Corruption and Illegal Asset Accumulation
In the recent past, several government officers and officials from different departments have been caught by Anti-Corruption Bureau (ACB) with disproportionate movable and immovable assets. Cases involving officials from Irrigation, HMWSSB, TGSPDCL, HMDA, Land Records Department, Town Planning and other departments have raised serious concerns among citizens regarding the extent of corruption in public administration.
It is widely perceived that the major source of such illegal wealth is the abuse of official positions for granting permissions, approvals, clearances, No Objection Certificates (NOCs), land-related benefits, and regulatory relaxations. If the investigating agencies are genuinely committed to eradicating corruption, a comprehensive and multi-agency investigation mechanism is essential.
The following measures are suggested:
Multi-Agency Investigation:
All major corruption cases detected by @TelanganaACB should be simultaneously referred to the @IncomeTaxIndia@dir_ed Enforcement Directorate, @CIDTelangana, @TGVIGENFO and other competent agencies for coordinated investigation including Departmental inquiry to identify all individuals involved in the corruption network.
Tracing the Beneficiaries:
Wherever substantial assets are identified, investigations should not stop with the public servant alone. For example, if an officer is found possessing a luxury apartment or other high-value assets, a detailed inquiry should be conducted to ascertain the material benefit received by builders, developers, landlords, contractors, or private parties in return for the favours granted.
Recovery of Loss to the Exchequer:
After assessing the financial loss caused to the Government, the beneficiaries of illegal approvals and permissions should also be held accountable. The loss should be recovered through attachment of assets, penalties, cancellation of unlawful benefits, and other legal measures.
Investigation into Disappearance of Government Lands and Open Spaces:
Areas such as Puppalaguda and other rapidly urbanizing regions have witnessed large-scale disappearance of open spaces and government lands over the years. A thorough investigation is required to identify both the delinquent officials and the beneficiaries who gained from such illegal transactions. Both parties should be equally penalized for causing loss to public assets and government revenue.
Department-Wide Accountability:
Investigations relating to land and building approvals, permissions, NOCs, clearances, regularizations, and registrations should cover the role of every concerned department. Accountability must extend across the entire approval chain so that no official, intermediary, or beneficiary escapes scrutiny.
Corruption cannot be eliminated merely by arresting a few officials. The focus must shift towards dismantling the entire ecosystem of corruption by identifying the beneficiaries, recovering public losses, and ensuring accountability at every stage of decision-making. Only then can public confidence in governance and regulatory institutions be restored.

Hope you are overseeing the power sector in the @TelanganaCMO Uninterrupted power supply during the monsoon is one of the most critical public utilities, yet adequate preparedness is lacking. Neither the Telangana CMO nor @TGSPDCL@Jiteshvpatil has ensured additional manpower and machinery for effective disaster management.
Preventive pruning of trees and branches near power lines is essential to avoid power failures. However, TGSPDCL in @Dc45_Narsingi circle under @secybercit30267@se_op_Cybercity lacks sufficient resources to carry out this work, while the @Dc45_Narsingi@DCNarsingi under @ZC_SLP@CMC_Offcl is not lifting the cut vegetation, resulting in sanitation and safety issues. Both uninterrupted power supply and sanitation are equally important for public welfare.
In fact, such issues should be proactively addressed either by the @Comm_HYDRAA Disaster Management authorities or by the respective Heads of Departments. Unfortunately, no initiative is being taken from either side, which reflects poor inter-departmental coordination and apparent ego issues rather than effective implementation of the CMO’s instructions. If this style of functioning continues, the State will struggle to address monsoon-related challenges efficiently.
The lack of coordination between TGSPDCL and the Municipal Corporation, particularly in DC Narsingi, is adversely affecting timely action. The Telangana CMO may kindly intervene to ensure accountability, coordination, and prompt implementation in the interest of the public. As the minimum coordination is failed and hence brought to your notice please.

Subject: Proposal for Establishment of National Healthcare & Insurance Enforcement Authority (NHIEA)
Healthcare is a fundamental right under Article 21 of the Constitution of India. The Hon’ble Supreme Court in Consumer Education & Research Centre vs. Union of India held that the Right to Health and Medical Care is an integral part of the Right to Life. Further, Article 47 casts a constitutional duty upon the State to improve public health.
Despite existing regulations, patients continue to face arbitrary hospital billing, overcharging, and denial of timely insurance claims. While the Clinical Establishments Act, 2010 mandates transparency in healthcare services and pricing, enforcement remains weak. Similarly, though the Insurance Regulatory and Development Authority of India (IRDAI) regulates insurers, policyholders often face prolonged delays and unjustified claim rejections, forcing them into lengthy litigation.
A healthy population is the foundation of a productive nation. No country can achieve sustainable progress through slogans alone while its citizens struggle to access affordable healthcare and insurance protection. Strengthening healthcare accountability is therefore not only a constitutional obligation but also an economic necessity.
The need for a dedicated enforcement mechanism has become more pressing in view of the rapid growth of private health insurance companies and the corresponding increase in insurance-related disputes. As health insurance penetration expands across the country, there is an urgent need for a robust institutional framework to ensure fair claim settlement practices, protect policyholders from arbitrary denials, and build public confidence in the healthcare insurance ecosystem.
To address these systemic deficiencies, the Government of India may consider establishing a National Healthcare & Insurance Enforcement Authority (NHIEA) as a statutory body with powers to investigate complaints, conduct audits, adjudicate disputes, and enforce compliance by hospitals and insurance companies.
The proposed Authority may:
Conduct real-time audits of hospital billing practices and enforce transparent pricing.
Prevent illegal detention of patients and withholding of medical records over billing disputes.
Impose substantial penalties for arbitrary overcharging and repeated violations.
Monitor claim settlement practices of insurers and ensure timely cashless approvals.
Adjudicate wrongful claim denials through summary proceedings.
Enforce compliance with IRDAI regulations, including moratorium protections available to long-standing policyholders.
Award compensation and penal interest in cases of unjustified delays or bad-faith claim rejections.
The creation of NHIEA would provide citizens with a single, effective enforcement mechanism, reduce avoidable litigation, strengthen accountability in healthcare and insurance sectors, and uphold the constitutional guarantee of the Right to Life and Health.
The Government is therefore requested to examine the feasibility of introducing suitable legislation for establishing the National Healthcare & Insurance Enforcement Authority (NHIEA) in the larger public interest.
