Enjoyed a brief but eventful visit to Alabama. Covered a lot - Status of FY 26 appropriations, HUD's ill advised "cash management" guidance, needed deregulation for well run agencies and other issues.

The rules are also costly, burdensome and will hamper HAs' resident services. Moreover, they will thwart innovation & penalize entrepreneurial agencies.

The voucher program is already in turmoil. Many HAs fear more owners will leave the program bc of increased costs and reg burdens. This would lead to fewer housing choices for low-income families. @HUDgov should extend the compliance date.
PHADA appreciates @CLPHA, @NAHROnational, and @MovingtoWork joined its efforts to request @HUDgov delay of mandatory compliance with NSPIRE in the HCV program until at least October 1, 2026, to protect low-income families and the program from potential serious adverse impacts.
I heard and learned a lot from VA housing professionals, who are understandably concerned about all the uncertainty in Washington right now. Took that info back to DC and PHADA will keep pressing its policy priorities on Capitol Hill and @ HUD.

Dept should reverse its 30 day notice rule. Misguided @HUDgov policy exacerbates rent collection problems and may create more insolvent housing agencies, ultimately hurting low income residents.
HUD data shows 20% of housing agencies are “severely impacted” by the inability to collect rents through no fault of their own. Fearing more insolvent HAs, PHADA has urged @HUDgov to ask Congress for more funding and reverse HUD rule that worsens the problem.
By its own admission, the @HUDgov proposal would push more housing agencies closer to fiscal insolvency, resulting in "increased shortfall need" that Congress would then need to address. PHADA's message on the Hill is simple: Reject this misguided scheme.

BABA, which applies to a vast number of federal $ recipients, is well-intentioned, but will be difficult for housing agencies and others to maneuver. @HUDgov has been flexible so far and needs to provide more waivers to make the rule workable.
