It's hard to appreciate today what a huge and powerful institution AT&T was then. The AT&T breakup, completed in 1984, was a rare example of horseshoe theory in practice.
Progressive lawyers in the DOJ, like Phil Verveer, largely initiated the AT&T lawsuit in 1974. (There was a widespread feeling by progressives at the DOJ the Eisenhower administration let AT&T off easy in a major 1956 settlement of litigation initiated by the Truman administration.)
But the 1974 litigation dragged on slowly, not really a priority for Presidents Nixon, Ford, or Carter. It was a Reagan appointee at DOJ, William Baxter, who led the lawsuit starting in 1981 and re-focused it on breaking off the regional companies from Ma Bell, based on his commitment to free-market economics and competition.
There was huge opposition from the Reagan DOD to the DOJ's AT&T lawsuit. DOD even organized a Cabinet debate before President Reagan, defense preparedness v. free-market principles. Baxter, the free-marketer, made a good enough case that President Reagan privately remained neutral on the issue.
With no firm objection from the President, progressives and Reaganites at DOJ brought the AT&T breakup and settlement to a close in 1984. The breakup accelerated the computer revolution, cellular revolution, and telecommunications competition.

While this is entertainment related, several are heads of telecom providers. I can build fiber across all of my County for less that what any individual off this list receives for compensation. That should be eye opening.
