DOL certified 392,175 H-1B filings from October 2025 through June 2026. 343,332 offered less than $200,000.

New hires fall even shorter. Only 9.9% of new-employment filings cleared $200,000.

The bill also makes employers swear they had no layoffs in the 12 months before filing and will have none in the 12 months after.

A layoff would cost a company its H-1B access for a year.
