If the VUT gives further incentives to occupy units, or uses the VUT from unoccupied units to build new ones, it's a win-win?

@smwgilbert MSHI who handle international claims for PSHCP are just as bad. I needed Proof of Coverage in October for a visa and I could never get through on the phone and no reply to my emails. They then followed up in JANUARY. By that point I’d already paid for my own health insurance.
