1. On behalf of the Government and the good people of Kaduna State, it is my singular honour and great privilege to welcome my esteemed colleagues and revered traditional rulers to Kaduna for this important meeting. We are delighted to receive you once again in our State, and we thank you for accepting our invitation to gather here in the spirit of dialogue, solidarity, and shared purpose.
2. Permit me to begin by paying special tribute to the Chairman of our Forum, His Excellency, Governor Muhammadu Inuwa Yahaya, whose exemplary leadership, calm disposition, and unwavering commitment have continued to strengthen this Forum as a credible platform for regional cooperation and strategic engagement. Under your stewardship, the Forum has remained focused on issues that transcend politics and speak directly to the aspirations of the millions of citizens we collectively serve.
3. I also warmly acknowledge my brother Governors, our Deputy Governors, and every distinguished delegate present here today. Your presence is yet another affirmation of our collective resolve to work together in addressing the challenges confronting our region and in unlocking the immense opportunities that lie before us. Northern Nigeria has always demonstrated its greatest strength when its leaders act in concert, guided by a shared vision and a common commitment to the public good.
4. As we convene today, it is fitting to acknowledge the leadership of His Excellency, President Bola Ahmed Tinubu, GCFR, whose administration has continued to demonstrate a strong commitment to advancing the development priorities of Northern Nigeria. Across critical sectors—including transportation, agriculture, healthcare, education, energy, infrastructure, and national security—the Federal Government has undertaken strategic interventions that are laying the foundation for long-term national growth and stability. We appreciate Mr. President's support for our region and reaffirm our readiness to continue working in partnership with the Federal Government to build a more secure, prosperous, and united Nigeria.
5. Since our last engagements, our country has continued to make encouraging progress across several fronts. While we remain fully conscious of the complex challenges that still confront our nation, it is equally important to acknowledge the measurable gains that have been recorded through sustained collaboration between the Federal Government and the states. Progress, after all, is built not by ignoring challenges but by confronting them with determination, consistency, and collective purpose.
6. One of the most consequential developments in our national discourse is the steady progress towards the establishment of State Police. For many years, Governors across party lines have advocated a policing architecture that is more responsive to local realities and better equipped to address contemporary security challenges. The ongoing constitutional amendment process therefore represents a defining moment in our democratic evolution.
7. The establishment of State Police in Nigeria is not only a necessity but an urgent and strategic imperative. With Nigeria's vast landscape, the increasing sophistication of criminal elements, and the paltry number of Police and Military personnel, the creation of State Police will no doubt be a force multiplier in our quest to degrade and decimate bandits, terrorists, and kidnappers laying siege to our communities. We need more boots on the ground to secure our people and our communities.
Happening Now: Governor Uba Sani is hosting an extraordinary joint meeting of the Northern States Governors’ Forum and Northern Traditional Leaders, led by the Sultan of Sokoto.
Chaired by the Governor of Gombe State and Chairman of the Northern Governors' Forum, Muhammadu Inuwa Yahaya, the high-level session is underway at Sir Kashim Ibrahim House (Kaduna State Government House).
In special attendance are representatives of the National Security Adviser; Minister of Defence; Inspector-General of Police; and the Director-General of the Department of State Services (DSS).
The gathering also features former Inspectors-General of Police, retired military, police, and paramilitary officers of Northern extraction, and former secretaries to the government of the federation.
It was my pleasure to receive the Chairman and members of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), led by Dr. Mohammed Bello Shehu, OFR, an illustrious son of Kaduna State, at Sir Kashim Ibrahim House, Kaduna.
Our engagement centred on strengthening Nigeria's fiscal architecture, enhancing revenue mobilisation, and advancing a revenue allocation system that is equitable, transparent and fiscally sustainable. These are essential pillars for building resilient institutions and accelerating national development.
During our discussions, I highlighted the significant progress Kaduna State has recorded through deliberate reforms, prudent financial management and sustained investments in human capital. From expanding internally generated revenue to strengthening healthcare delivery and broadening access to quality education, our focus remains on ensuring that sound public finance translates into tangible improvements in the lives of our people.
I was particularly encouraged by Dr. Shehu's generous assessment of Kaduna State's development trajectory and his recognition of our administration's achievements across security, infrastructure, education, healthcare, agriculture, social inclusion and economic growth. His affirmation of Kaduna's place as Nigeria's leading sub-national government, and his appreciation of our partnership with the Commission, further strengthen our resolve to deepen reforms, consolidate fiscal resilience, improve service delivery, and deliver lasting, measurable progress for every citizen of Kaduna State.

Kaduna Update: Governor Uba Sani is currently chairing the Kaduna State Executive Council meeting at the Council Chamber of Sir Kashim Ibrahim House, leading discussions on policies and decisions aimed at advancing development, improving public service delivery, and enhancing the well-being of the people of Kaduna State.
Today, Kaduna State had the honour of hosting the Joint Meeting of the Northern States Governors’ Forum and the Northern Traditional Rulers’ Council; a gathering united by one overriding purpose: securing the future of our region and improving the lives of the millions of citizens we are privileged to serve.
Our deliberations were candid, constructive and anchored on a shared recognition that the security challenges confronting Northern Nigeria require far more than isolated responses. They demand uncommon unity, stronger intergovernmental collaboration and sustained engagement with our revered traditional institutions, whose proximity to our communities remains indispensable to building lasting peace.
We reaffirmed our collective support for the Federal Government’s ongoing efforts to strengthen and improve security across the country and expressed our appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR, for the decisive steps being taken to strengthen Nigeria’s security architecture. We also welcomed the significant progress towards the establishment of State Police, a reform that has become both timely and necessary. With the right constitutional safeguards, professional standards and institutional accountability, State Police will strengthen community-based policing and enhance our collective capacity to protect lives and property.
The Forum also inaugurated the Board of Trustees of the Northern Nigeria Security Trust Fund (NNSTF), comprising distinguished security experts and elder statesmen whose expertise will help strengthen regional security coordination. We reaffirmed our collective commitment to sustaining the Trust Fund through monthly contributions of ₦1 billion by member states, reinforcing our shared resolve to build a more coordinated regional security framework.

In a massive boost to the state’s urban renewal and rural transformation agenda, the Kaduna State Executive Council in its meeting yesterday, under the leadership of His Excellency Governor Sen. Uba Sani, has officially approved the construction of 11 key township roads under Phase II.
This major infrastructural intervention is designed to drive economic growth, transform local communities, improve connectivity, and create immediate job opportunities for the citizens.
The project coverage has been strategically allocated to two premier construction firms to ensure rapid, high-quality delivery:

Today, I joined my colleagues, the first-term Governors of the Progressive Governors Forum (PGF), in Birnin Kebbi, Kebbi State, for a meeting dedicated to deepening cooperation, reviewing our stewardship, and advancing practical solutions to the pressing developmental challenges facing our states and our nation.
Our deliberations reaffirmed the importance of collective leadership and purposeful collaboration in driving inclusive growth, strengthening institutions, and improving the quality of life of our people. As Governors elected on the platform of the All Progressives Congress (APC), we reiterated our unwavering and unequivocal support for the leadership of His Excellency, President Bola Ahmed Tinubu, GCFR, and commended him for his bold, practical, and forward-looking reforms. We remain confident that these transformative policies are laying a solid foundation for a more resilient economy, sustainable prosperity, and inclusive national development for the benefit of all Nigerians.
Security also featured prominently in our discussions. We resolved to intensify collaboration with security agencies and other critical stakeholders to strengthen the protection of lives and property and consolidate the gains being recorded in the fight against insecurity.
We equally condemned the recent xenophobic attacks against Nigerians in South Africa and called for the protection of all Nigerians living and working abroad, in accordance with international law and the enduring principles of human dignity and mutual respect.

HURIWA Commends Governor Uba Sani's Humane Land Compensation Policy, Urges Governors Nationwide to End Arbitrary Property Seizures*
Pro-democracy and civil rights advocacy group; the Human Rights Writers Association of Nigeria (HURIWA) commends the Governor of Kaduna State, Senator Uba Sani, for demonstrating a humane, constitutional and rights-based approach to the exercise of the powers vested in state governors under the Land Use Act.
Governor Uba Sani's handling of compensation for citizens affected by the 15-kilometre Ring Road project has set a commendable standard for balancing the imperative of infrastructure development with the constitutional rights, dignity and economic wellbeing of citizens whose properties are acquired for public purposes.
HURIWA particularly applauds the governor's unequivocal declaration that "public interest can never become a justification for injustice" and that development can not be meaningful if it imposes hardship without compassion or pursues progress without fairness. These principles ought to become the minimum standard by which every governor in Nigeria exercises the enormous powers conferred by the Land Use Act.
While the law empowers state governments to acquire land for overriding public interest, such authority must never be exercised arbitrarily or in ways that impoverish citizens by dispossessing them of their homes, businesses and ancestral lands without prompt, adequate and fair compensation. Public interest and the constitutional right to property are not mutually exclusive. Responsible governance demands that both interests are carefully balanced.
For decades, compulsory acquisition of land has remained one of the most contentious aspects of governance in Nigeria. Across several states of the federation, thousands of citizens have allegedly been deprived of their landed assets through government acquisitions without receiving humane treatment or commensurate compensation. Reports of such experiences have emerged from states including Lagos, Anambra, and even Kaduna under the immediate past administration, leaving many affected families to bear enormous financial and emotional burdens.
It is, therefore, refreshing that Governor Uba Sani has demonstrated that governments can pursue ambitious infrastructure projects without sacrificing justice, compassion, and respect for the rights of citizens. His administration's decision to slow aspects of the Ring Road project to allow for transparent assessment of affected properties before compensation was paid reflects a commendable commitment to fairness and accountability.
HURIWA also applauds the governor's assurance that no citizen of Kaduna State will be dispossessed of property without fair and adequate compensation. The distribution of compensation cheques to 122 affected households and the disclosure that over N3 billion has been paid to households affected by various infrastructure projects underscore an approach to governance anchored on justice rather than expediency.
We urge all state governors to emulate this model by institutionalising transparent compensation mechanisms, engaging affected communities before compulsory acquisition of land, and ensuring that every citizen whose property is acquired in the public interest receives prompt, adequate and equitable compensation in accordance with the Constitution and the principles of natural justice.
Governments earn greater legitimacy and public trust when development projects are pursued with fairness, empathy, and respect for the rule of law. Sustainable development can only thrive where citizens are treated as partners in progress rather than casualties of it.
Some gatherings transcend the elegance of sport and become enduring expressions of our shared humanity. The Access Bank Charity Polo Tournament in London has become one such movement, where excellence on the polo field serves a far greater purpose: expanding educational opportunity and restoring hope to children whose future depends on the vision and generosity of others. This year's tournament seeks to raise funds for the construction of 120 classroom blocks in Kaduna State, creating new opportunities for thousands of young people to access quality education.
I was honoured to attend this remarkable event at the invitation of Access Bank. It brought together distinguished leaders from the business, diplomatic and international communities in support of a cause that reminds us that the greatest victories are measured not by trophies won, but by lives transformed. I commend the enduring partnership between Access Bank, Fifth Chukker, UNICEF and Kaduna State Government, whose sustained commitment has already enabled more than 14,000 children, many of them in Kaduna State, to receive free, quality education. This year's campaign will further deepen that remarkable legacy and expand the number of classroom blocks to 120 which will empower additional 14,000 children.

Governor Uba Sani has fulfilled his promises with the completion of roads and bridge projects in Sabon Gari and Zaria Local Government Areas, further reinforcing his administration's legacy of purposeful infrastructural development in Kaduna State.

Kaduna Update: Governor Uba Sani has arrived in Rigasa to officially perform the groundbreaking for a N34 billion erosion control project in Rigasa, Igabi Local Government Area. The Governor is in the company of the Deputy Governor, Dr Hadiza Sabuwa Balarabe, the Minister of Environment, Malam Balarabe Abbas, and other senior government officials.
In a major environmental restoration effort, this landmark intervention aims to address over three decades of severe land degradation, which has tragically resulted in the loss of lives and the destruction of properties worth millions of naira.
The project is scheduled to be completed within 18 months and will directly benefit over 2 million people along the corridor. While more than 1,200 households will be affected by the construction, over N2 billion has been earmarked for their compensation and resettlement. Similar projects are slated to commence soon in Zaria, St. Peter's in Kawo, and other parts of the state heavily affected by severe land degradation.
