When it's clearly mentioned that 'The Commission shall be competent to fix qualifying marks for the OPSC ASO exam,then why did it impose sectional cutoff just arbitarily?Why did it keep 1.48lac students in dark who had been religiously preparing for 1-2 years to crack the exam?

Since 1 year we all are preparing for #OPSC_ASO exam.
But unfortunately after scoring high marks, still we are out of the selection list.
280+ scored candidates rejected but 220-25 scored candidates selected.
How it is possible ????
