An outlined preliminary draft plan for Lebanon’s reconstruction; by Dr Tarek kudsi. @WorldBank@lebanon @nawafasalam @LBpresidency
The are two variables that needs to be accounted for, to succeed: #commitment and #patriotism
The plan for reconstruction is composed of six parts in light of the extreme type of the attack. This plan has to generated or adopted by the government assigned authority, to set all rules and regulations. This approach will enforce the transparency needed for all parties who are willing to contribute to the reconstruction effort and will further strengthen the government true and transparent commitment towards its citizens especially the distressed ones:
1. Building completely destroyed
2. building partially destroyed or damaged, and building at closed proximity proximity of the destroyed buildings.
3. infrastructure of the areas attacked
4. Testing of soil and water quality of distressed areas.
5. removal of debris
6. funding approach
A. Scanning and collection of data in the distressed areas, and the implication of the type of munitions used in the attack. Prior to starting this phase, engineers are provided with a technical means and methods criteria for scanning , to properly document and categorize, the findings during this phase
1. the damage in each existing building and buildings at close proximity of destroyed building
2. completely destroyed buildings.
3. the health of the existing infrastructure in the distressed areas (roads, bridges, electricity, water, sewer)
4. testing of the soil and water of these areas
5. Identifying the existing debris and amount to be removed and disposed.
B. A master plan for reconstruction and rectification is created,
based on the tabulated and categorized findings of part A.
1. Existing buildings and buildings at close proximity of completely destroyed buildings: means and methods for rectification to account for longer life of the buildings ( many buildings are older than 20 years and served part of their design life) and accounting for natural hazardous forces (earthquakes). Specification and means to rectify generated. Bill of quantities generated accordingly.
2. completely destroyed buildings: design and specifications to be identified accounting for the cost of construction (affordable housing). Bill of quantities to be generated
3. existing and destroyed infrastructure: same approach as buildings, but need to account for future population growth.
4. testing of soil and water quality for contamination, in areas attacked by white phosphorus weapons. Means and methods for treatment prior to construction.
5. guidelines to be generated by the ministry of environment, that accounts for any environmental impact of such debris on its disposal. Means and methods for use and/or recycling of such debris
C. Funding: it’s impossible to have an honest cost for the reconstruction effort prior to completing part A and B. the bill of quantities generated need to account for the following:
1. Cost of building and rectification outside the city
2. Cost of buildings and rectifying in the city
3. Cost of infrastructure rectification and reconstruction

1. مسؤولية وزارة الداخلية والبلديات: ضمان تطبيق قواعد وأنظمة المرور بكل الوسائل الممكنة في ظل الوضع اللبناني الراهن (نرحب بالإبداع). ضمان سلامة جميع الطرق، سواءً كانت طرقاً فرعية أو فرعية، في كل بلدية.
2. مسؤولية وزارة الأشغال العامة والنقل: ضمان صيانة جميع الطرق الرئيسية والسريعة والأنفاق والجسور بشكل صحيح لضمان قيادة آمنة ليلاً ونهاراً: يتطلب ذلك مسحاً شاملاً لجميع الطرق لجمع بيانات إشارات المرور المفقودة (نهاراً وليلاً)، وحالة الطرق، وإشارات الأنفاق والأنفاق. ٣. التنسيق الوثيق مع الوزارتين وجميع البلديات لوضع دليل إرشادي لجمع البيانات، والعمل على إيجاد حلول عملية.
٤. ينبغي تكليف الموظفين الحكوميين غير الأساسيين وغير الضروريين في الوزارتين وجميع البلديات باتباع الإرشادات المذكورة أعلاه لإنجاز العمل.

21. Absence of police on roads: we see from time to time chaotic police checks for the looks only

24. Presence of illegal arms.
25. Early warning for crisis management
26. Parking on roads.
27. Construction timing and trucks circulation in Beirut.

30. Future projects approvals without respecting the type of the project and its impact on its surrounding.

The people of Lebanon have endured years of economic hardship, political uncertainty, and the painful consequences of regional conflicts. Any sincere effort by international leaders to reduce tensions and prevent further bloodshed is deeply appreciated by those who seek peace and prosperity for future generations.
The words of Mahatma Gandhi remain especially relevant today: “There is no path to peace; peace is the path.” In times when many voices call for confrontation and escalation, it takes courage and conviction to pursue dialogue, restraint, and reconciliation.
Gandhi also reminded us that “An eye for an eye only ends up making the whole world blind.” The tragedies witnessed throughout our region demonstrate the wisdom of this principle. Lasting security cannot be built solely through force; it must be grounded in understanding, diplomacy, and respect for human life.
I respectfully encourage you to remain steadfast in your commitment to peace and not be discouraged by political voices, whether in Lebanon or elsewhere, that advocate for continued confrontation and division. While such voices may attract attention, they do not necessarily represent the aspirations of ordinary citizens who simply wish to live in peace, raise their families, and rebuild their communities.
Many Lebanese, regardless of political affiliation, long for a future defined by stability, economic opportunity, and constructive relations among nations rather than perpetual conflict. Your efforts to support diplomacy and reduce the risk of war offer hope to those who believe that peace is both possible and necessary.
Thank you for your leadership and for your commitment to pursuing solutions that can spare innocent lives and contribute to a more stable and prosperous region. May wisdom, courage, and a spirit of peace guide all those entrusted with such responsibilities.
