Putin has reshuffled his government, integrating the countryโs defence and civil economies to turn it into a permanently mobiliZed state, writes Russia expert Mark Galeotti.
The latest reshuffle in the Russian government shows that dictator Putin plans to radically change the country and turn it into a constantly mobilized state that wages constant wars with profound consequences for the rest of the world.
"The headline move was the removal of Sergei Shoigu, the long-serving defence minister, and his replacement by Andrei Belousov, a former deputy prime minister. The new man, an economist by training, is no more a soldier than his predecessor but he is an organiser and and planner who has been appointed to prepare the ministry-and the country-for a long war," @MarkGaleotti.
The expert recalled that during his speech to the Federation Council, Belousov said that his priorities were to integrate the defense and civilian economies, which actually means shifting the country's economy to the needs of the war, and to make the ministry "truly open to innovation," which means more than just buying the latest technology and drones.
Galeotti noted that the issue of Gerasimov, the head of the Russian General Staff, happened in spite of, not because of, Moscow's top leadership - the reshuffle in the Defense Ministry announced on Tuesday is an attempt to close this gap.
New Defense Minister Belousov quickly fired three deputy ministers from Shoigu's team and new arrests have already taken place, including former Chief of the General Staff, Lieutenant General Yury Kuznetsov, who was detained on Monday on corruption charges.
The author wrote that the main reshuffles indicate that Putin foresees a long war of attrition, which he believes will depend on organizing what he sees as Russia's three key strengths: its military-industrial complex, its population, and its will to win.
Galeotti points out that the creation of a state that is constantly at war has many positive advantages for the authorities - it means that the state will control the economy more closely, so those close to Putin will have more opportunities to steal. Also, in a militarized state, it is easier to justify the suppression of critical voices and there is an alibi for all the unfulfilled promises regarding the economy, infrastructure and social security.
"This will not end in Ukraine. Unfortunately, it is unlikely that this conflict will be resolved in the next few years, but in any case, Putin has made it clear that he sees this as essentially a proxy war with the West. There is no credible evidence that he has any desire to start a direct conflict with NATO, but he sees himself as someone who is already at war - economically, politically, culturally and socially - with the West," Galeotti said.

I think that Russians will like it very much when money goes into their pockets and not for wars, when they can go into politics and vote for whoever they want and anyone can win the elections. They just never had it. They have never elected a president. Indeed, in the history of all states on the territory of Russia, people have never chosen power for themselves. The Moscow Principality - tsars, the Russian Empire - emperors, the USSR - totalitarianism and dictatorship, Russia - similar to the USSR, where presidents rule until death and there are no elections. The Russians never chose.
Of course, Russia will have to pay reparations, will have to rebuild Ukraine, will have to return territories. Perhaps ethnic Ukrainian territories such as Belgorod, Kuban, Kazan will return to Ukraine as a sign of compensation for the war. Perhaps other states will also return their own territories, because Russia has stolen from many people. I think that the states occupied by Russia will also want to be independent. At least those who remember who they are like Chechnya, Dagestan, Ingushetia and others. Nuclear weapons must return to Ukraine. As a member of NATO, Ukraine will not pose a threat to any of the countries, and there is no need to prohibit Ukraine from having nuclear weapons. Moreover, we are not so far from China and North Korea, and in case of war, Ukraine will be the first to meet the enemy. Ukraine is a loyal ally.
As for Ukraine, with all the weapons and funds that Ukraine has received, Ukraine has every chance of becoming an extremely powerful state. Of course, we will still need to destroy the oligarchy and eradicate the entire Russian system from Ukraine, because it is precisely because of their looting and corruption, which comes from the Soviet system, on which Ukraine built its own Ukraine, that Ukraine is so poor. Ukraine has greater prospects than any country in Europe. Ukraine is not an enemy and never will be. We have never attacked anyone, we are loyal and we are highly moral. There is no need to fear the power of Ukraine. There is no need to fear that with Ukraine's accession to the EU, product prices will decrease and their quality will increase. On the contrary, it will be better for people, it will create competition, and the whole world can cooperate with Ukraine and have their own companies in Ukraine.
With the defeat of Russia, many wars in the world will end. In particular, without the support of Russia, the war in Syria will end, Afghanistan can be easily liberated, Belarus, Kazakhstan, Kyrgyzstan and
all other neighbors of Russia, which it controls, the war in Africa will end, Iran will lose its main ally, and accordingly, Hamas. And I haven't mentioned those politicians in every country of the world who are on the Kremlin's payroll :)
