Hon Minister, the real equity gap isn’t Cambridge vs ZIMSEC it’s Binga vs Borrowdale. A child in Tsholotsholo doesn’t need Cambridge removed; they need a ZIMSEC system resourced well enough to genuinely compete with it. Those are completely different problems.
We have seen this pattern before: CALA rolled out before teachers were trained. Heritage-Based Education announced before materials existed. Policy mandates without implementation infrastructure don’t equalize outcomes they universalize dysfunction.
Parallel systems also serve a calibration function. Cambridge’s existence creates external pressure that benchmarks ZIMSEC standards. Remove the mirror and you remove the accountability.
The question this policy doesn’t answer: how does forcing private schools into ZIMSEC get a child from Mutorashanga or Binga into medical school or engineering school ? That’s the equity conversation worth having.
