Instead of ending the exploitation of failed #VTPs, the government @CM_JnK has rewarded them #VTPs with a 1-year extension, increased their management cost from 10% to 12% and handed them more schools.

The exploiters #VTPs are being rewarded. The educators #VTs are being ignored.

CEOs and Directors have already recommended a dedicated job policy for Vocational Teachers and clearly stated that #VTPs have completely FAILED and should be REMOVED. The proposal is awaiting final approval, but no final decision has been taken yet. @OmarAbdullah

A LANDMARK JUDGMENT FOR VOCATIONAL TRAINERS

​The Hon'ble Rajasthan High Court has delivered a historic judgment that goes to the very heart of the issues faced by Vocational Trainers. Striking hard at the current system, the Court took strong note of the severe hardships and exploitation arising under the failed #VTP model, emphasizing the direct responsibility of the Department toward those who have been serving in schools for years.

​In a definitive set of directives, the Hon'ble Court ordered the direct departmental Recruitment of all Vocational Trainers, the Direct Transfer of Salaries straight into their bank accounts and the immediate formulation of a dedicated Policy to safeguard their service conditions and future.

​This judgment is not merely a legal victory, it is a victory for dignity, job security, transparency and accountability. It recognizes that the true backbone of vocational education deserves state protection, structural respect and a stable livelihood.

​JKVTWA wholeheartedly welcomes and appreciates this visionary judgment. It sets a powerful national precedent and offers renewed hope to thousands of Vocational Trainers across the country who continue to fight for justice, security and the recognition they deserve.

Hon’ble Minister @dpradhanbjp Ji, while discussions on skilling and employability are encouraging, the reality of skill education in Jammu & Kashmir remains incomplete.

Vocational Trainers, who have been imparting skills in schools since 2016 and are the backbone of Skill India at the grassroots level, continue to work under a failed outsourced system through #VTPs. Despite repeated assurances and the vision of NEP 2020, we still await a comprehensive job policy, job security, fair salary structure, annual increments and #FREEDOM from the failed outsourcing model.

If skilling is to truly strengthen employability and educational outcomes, those delivering these skills must also be empowered, protected and recognized. Strengthening vocational education begins with strengthening Vocational Trainers.

We hope the ongoing collaboration between the Centre and J&K Government will address these long-pending issues and ensure dignity, stability and a sustainable future for the Vocational Trainers serving thousands of students across Jammu & Kashmir.

A delegation of the Jammu & Kashmir Vocational Trainers Welfare Association, led by President Lone Jeelani @lonejeelanii, met with the esteemed members of the 8th Central Pay Commission in Srinagar. The meeting was highly positive, and the delegation presented the core concerns and demands of Vocational Trainers.

​The esteemed members of the Commission greatly appreciated the vital grassroots role played by Vocational Trainers in realizing the vision of Honorable PM Narendra Modi Ji's @narendramodi #SkillIndia mission. Working tirelessly on the frontlines, Vocational Trainers equip students with employable skills and industry-oriented education. The delegation highlighted the numerous challenges faced by Vocational Trainers despite their significant contributions to the nation's skill development mission, emphasizing the urgent need to integrate the cadre into the mainstream education system in line with the objectives of NEP 2020 and the recommendations of the 2026 NITI Aayog @NITIAayog Roadmap for School Education.

​We are deeply grateful to the Honorable 8th Central Pay Commission @8thpaycommision for granting us this audience. This marks a historic milestone for Vocational Trainers across India; for the first time, our concerns have been placed formally before the highest pay policy body in the country. During this high-level session, we made it absolutely clear to the Honorable Commission that this is not merely a state-level grievance, it is a national policy crisis that demands a central policy solution. We proudly voiced the plight of Vocational Trainers across India, presenting the stark contrast between our exceptional grassroots-level success and years of administrative stagnation. We brought to the forefront the severe hardships of serving since 2016 on a rigid, frozen consolidated salary with zero increments, no standard allowances such as DA and HRA, highly restrictive leave rules, and a complete absence of vital social security benefits, pensions, or death benefits for our families.

​We strongly emphasized that for national vocational education reforms to succeed, the system must support a stable, motivated, and professionally secure workforce. This position is further reinforced by the official recommendations of Chief Education Officers (CEOs) and Directors within our own department.

​The esteemed members of the Commission gave a patient hearing to all the issues raised. They expressed overwhelming agreement with the concerns and structural demands presented by our delegation, providing 100% positive feedback across the board. Our unified voice was heard loud and clear at the highest policy level, bringing immense hope to thousands of families who have dedicated their prime professional years to shaping the future of India's youth.

​A massive and heartfelt thank you to all the esteemed members of the Commission for an exceptionally encouraging, supportive and historic hearing.

The Punjab Government has set a historic precedent by ending the contract system and regularizing 65,000 outsourced and contractual employees. This bold move proves that, with political will, the future of the workforce can be permanently secured.

Prior to the elections, the Jammu & Kashmir National Conference @JKNC_ explicitly promised a comprehensive job policy for the Vocational Trainers of J&K. Now that JKNC @JKNC_ is in power, the entire VT community looks towards its leadership with immense hope.

Highly qualified Vocational Trainers have spent more than 10 years serving the school education department under the banner of Samagra Shiksha @JKSamagra. We continue to face low wages, zero job security and severe financial uncertainty, all while building the skill-based future of J&K’s youth.

We earnestly appeal to Honorable Chief Minister @CM_JnK @OmarAbdullah ji and Honorable Education Minister @sakinaitoo ji to fulfill the manifesto promise and secure our future, just as Punjab has done.

Accountability Over Empty Promises

​The directive of @JKSamagra samagra Shiksha (Dt: 02-01-2026) was clear: #VTPs must pay honorariums by the 5th or face #MoU termination. Yet, delays continue to jeopardize the livelihoods of our dedicated Vocational Trainers.

​This order was meant to punish bad agencies, not exploit educators. To save skill education in J&K, the administration must act NOW:

​Enforce the law: Terminate the #MoUs of chronic defaulters.

​Protect our trainers: Build a transparent system that guarantees on-time pay.

​Root out the problem: Eliminate failed third-party middlemen #VTPs to restore dignity to Vocational Trainers.

EID IS COMING, BUT OUR SALARIES ARE STILL PENDING

​With the holy festival of Eid just days away, thousands of Vocational Trainers across J&K are left empty-handed. While the world prepares to celebrate, we are left begging the system for our own hard-earned meager salaries.

​This is not a one-time delay. Since 2016, Vocational Trainers have repeatedly suffered the same financial distress. Despite clear #MoU guidelines and repeated orders and directions issued by Samagra Shiksha and the Labour Commissioner due to persistent violations, #VTPs continue to disregard payment mandates and fail to release salaries by the 5th of every month. Ironically, despite violating conditions and directives time and again, they still continue to dictate terms as though they are above accountability. Alas!

​Despite rendering more than a decade of dedicated service to the Education Department, Vocational Teachers continue to work without job security, a clear policy framework, or basic service benefits and allowances. The real implementation of skill education has always depended upon the commitment and efforts of ground-level Vocational Teachers. In contrast, #VTPs have failed to demonstrate any meaningful contribution to strengthening the system. Their repeated inability to ensure timely salary disbursement reflects a long-standing pattern of inefficiency, raising serious questions about their relevance and role in vocational education.

​We earnestly request our Honorable CM @OmarAbdullah @CM_JnK and Honorable MoE @sakinaitoo to step in, hold these failing #VTPs accountable and RELEASE OUR PENDING SALARIES IMMEDIATELY so our families can celebrate Eid with basic dignity.

​After more than 10 years of blatant disregard for rules, Indus Edutrain Pvt Ltd @indus_pvt has finally accepted its violations of #MoU conditions and employee leave rules in Jammu & Kashmir. While they are now "updating" rules to align with the law, a massive question remains for the management and the authorities:

​What about the decade of financial exploitation?

​For years, under a regime of professional dictatorship, the salaries of almost all Vocational Trainers were unlawfully deducted. These deductions, when totaled across the state, amount to lakhs and #millions of rupees, money that belongs to the hard working vocational trainers and their families.

​Our Direct Questions:

​To Indus Management @indus_pvt : An admission of guilt is meaningless without restitution. Will you refund the total amount of unlawfully deducted salaries to every affected VTs immediately? @VCF_JK

​To @JKSamagra @SchoolEdujkut How were these #VTPs allowed to operate and exploit vocational trainers for 10 years in J&K despite clear violations of the #MoU? Why is there no strict oversight to protect the rights of Vocational Trainers?

We are not just asking for a policy change, we are demanding full financial restitution and the immediate removal of all exploitative #VTPs from Jammu & Kashmir.

Simply updating your policy today does not vanish a decade of professional dictatorship, nor does it erase the financial #CRIMES of yesterday. Admission of guilt is the first step toward your #EXIT, not an excuse to stay.
