On 2 July I submitted the following FOI request to @neso_energy. Under section 10(1) of the Freedom of Information Act 2000, NESO had until 30 July to respond. It has not done so
I have written to them again, giving them a further 5 days to reply before I lodge a complaint with @ICOnews
Of course they are probably having trouble deciding what to say, given the controversy and conflicting reports in the media, including its own admission that internal records show that constraints WERE violated
However this is not a justification for ignoring the request, and the latter part about voltage reduction should be easy and uncontroversial to answer
Here is my request from 2 July:
Dear Sir /Madam,
I am writing to request information under the Freedom of Information Act 2000 in relation to the operation of the GB electricity system on 23 June, specifically during the period 18:30 to 20:30, when system frequency went below the normal operational target multiple times.
Please provide the following information:
1. Please confirm whether all available generation that was capable of being instructed during this period had been instructed by NESO.
2. Please confirm whether system demand during this period was higher than forecast and, if so, provide the magnitude of the forecast error. Please also indicate the actual system margin versus the forecast system margin.
3. Please confirm whether any thermal, voltage, stability or other network security constraints prevented additional generation from being instructed during this period. If so, please identify the nature of those constraints.
In addition, please explain:
4. Why no Electricity Margin Notice (EMN) was issued during this event.
5. Why no Capacity Market Notice (CMN) was issued during this event.
6. Whether any capacity that had not already been instructed could have been made available during this period eg under Capacity Market rules, including (but not limited to) demand side response, balancing services, reserve products, or other dispatchable capacity. If such capacity existed, please explain why it was not utilised.
If you consider that any part of this request engages an exemption under the Freedom of Information Act 2000, please identify the specific exemption relied upon and explain why the public interest favours maintaining that exemption. Where only part of the requested information is exempt, please provide the remainder. If numerical values cannot be disclosed, I request that the information be provided in summary or qualitative form wherever possible.
For the avoidance of doubt, this request relates solely to a historical operational event. I am not requesting information that would reveal current system vulnerabilities, security procedures, or commercially sensitive information relating to individual market participants.

NESO's article "How voltage reduction can ensure system stability"(published May 2026) states that First Stage Demand Control involves a 3% voltage reduction and Second Stage Demand Control a cumulative 6% voltage reduction.
Please provide:
7. The date on which the assumptions underpinning these voltage reduction measures were last reviewed.
8. The most recent analysis, modelling or operational evidence used by NESO to estimate the demand reduction expected from First Stage and Second Stage Demand Control.
9. Whether NESO has assessed whether changes in the composition of electricity demand, including the increased prevalence of constant-power electronic loads such as switch-mode power supplies, EV chargers and heat pumps, have affected the effectiveness of voltage reduction as a demand control measure.
10. If such an assessment has been undertaken, please provide a copy or summary of the conclusions.
