1935 Motor Carrier Act gave the feds power to set driver-qualification rules.
1950s ICC regs added the first English requirement.
Today, 49 CFR 391.11(b)(2) still requires CDL drivers to read & speak English.

@Milajoy The CDL English-language requirement isn’t something they “just made up.”
It’s been written into federal law for decades.
The difference today is that DOT/FMCSA is actually enforcing it.
Old rule, new enforcement.

@gman5180 FYI. Illegal do not receive Food Stamp or Medicaids. They do receive food and medical assistance in some cities but not from Federal government programs. Mostly local program or local taxes .
