The argument is only that it MAY be logographic/semasiographic in some instances (not just in rare/one-off instances) even if it has logo-syllabic/phonetic uses otherwise (in most seals).
@yajnadevam@typingvanara don't want to make any a priori assumptions. You of course assume that IVS is a syllabic/phonetic script to come up with your "decipherment." You'll argue that it's not an "assumption" but a reasonable inference, but I don't have the patience left to debate that particular point.
